It likely has to do with the print temps. PLA Silk fomilstions have additives that give it the metallic sheen that don’t work well above a certain temperature; anyone who’s tried to print PLA Silk above 200C could show you how well that works out. ABS can’t print below 250c so that additive will be dead.
Also, vapor smoothing someone that has a certain surface appearance after printing will likely lose the surface appearance entirely.
Polymaker sells some “metallic ABS” that is not quite a silk appearance but appears shinier than typical ABS. I’d give them a try maybe.

That’d be cool and all but my city strapped them to 35ft tall traffic light poles

Going 5 over the limit and feeding money to pigs via ticket revenues is not “dangerous driving”
If someone’s doing 105 im not flashing them obviously

There’s an ungodly insane number of old industrial control systems still banging around out there on 486 processors and custom ISA cards. It might never actually go away.

Any filament will have some non-zero transparency when laid in a thin layer. Additionally the bridging across infill will add some surface distortion that can also be visible.
Is this a multicolor print with a filament swap?
Add more 3-5 more top layers of red petg to make it more opaque. It may also help to use a different infill style, like lightning, or increase density/add multi-line.
More than I’d probably care to admit to myself.
