It sounds like the fiscal argument is that feeding people keeps them from developing extremely costly medical issues. Also, not feeding people doesn’t get people to become employed.
If only there were some other pointless endeavor, perhaps something on the other side of the globe, we could have avoided so people didn’t have to starve. But what? What could it be?

I wonder if students will still qualify.
There are a bunch of ways people can qualify in theory. But the idea is to make people repeatedly jump through hoops to show that they qualify on the theory that paperwork errors and delays will kick a lot of people out of the program
