    It sounds like the fiscal argument is that feeding people keeps them from developing extremely costly medical issues. Also, not feeding people doesn’t get people to become employed.

      The money and requirement for documenting work are coming from the federal government, even though the administration of the program is done by the state.

      It’s also not just Trump; the new rules were written to law by the Republican Congress

      There are a bunch of ways people can qualify in theory. But the idea is to make people repeatedly jump through hoops to show that they qualify on the theory that paperwork errors and delays will kick a lot of people out of the program
