Charles Schulz is long dead, so we can’t know for sure, but I’d bet if we could ask him what the point of the strip was, it would be something along the lines of “It’s funny that Charlie keeps falling for the same trick” and not “The reader is supposed to tsk tsk and say ‘Lucy really should cut that out!’”
