A ton of Californians had unlisted numbers and didn’t want to be revealed, or victims could be tracked by their abusers through caller ID, and privacy advocates said that people shouldn’t have their number public without their consent.

but they couldn’t figure out how to regulate it properly, so the issue was eventually dropped.
