    Noup, that’s called stealing. Intending to return it later part is irrelevant and a regular excuse used by thiefs.

    If you need to borrow it, then ask from the owner.

        Still irrelevant. Talking without the premission of the owner is still stealing. While there are different circumstances under which stealing is more of less forgivable. It’s still stealing and you haven’t provided any good reason for it.
