I get hella stoned and watch Foodfight! at least once a year. It’s my “favorite” movie.
Everything about it, from the implied beastiality between Charlie Sheen and Hillary Duff, to the weird gay bat, to the shitweasel 
is a masterclass in what not to do in a movie. It transcends badness and becomes something sublime. The entire plot is about how store brands/generics are Nazis, and one of the Nazis absolutely chews the scenery in a way that makes Brian Blessed look reserved.

Shark Tale
The Cat in the Hat (2004) is my pick. I loved it as a kid and I still love it as an adult. Lots of humor for all ages and all the practical props and sets are so neat.
August Rush, it’s not even a genre I typically enjoy and it’s so cheesy but I’ve watched it a bunch of times.
Super Mario Bros. 1993. It is by far the movie that puts the biggest “fun” smile on my face, especially when watching it stoned. It’s so goofy in the best way and comes across as funny in a way that makes me have fun with it every time.
I mentioned Rifftrax in another comment, but the Rifftrax version of this and Street Fighter are two of my favorite things ever.
the amount of slime in that movie makes it impossible for me to watch stoned. Like, if I got that slimey, while stoned, I would be freaking the fuck out. Great movie though. I still love John Luigi-zamo

The warriors. I love it. I don’t care how silly it is. Normally I don’t do musicals but the awful bugsy Malone with the pie fights. We had to watch it at school and it cracked me up how ridiculous it is.

Troll 2 is the answer. So bad it hasn’t even got any Trolls in it, its about Goblins! (The documentary about it “Best Worst Movie” is great too.)
Honerable mention to Dracula 3000 starring Casper van Dien and CoolioThe Riddick Chronicles. Bad acting, bad CGI, Simple stupid inconsistent plot, one dimensional characters. perfect bad sci-fi.
I have a real soft spot for how absurdly bad/good those films are.
I liked them and have seen far worse. But to each their own.
No ones said “The Room” yet, so I’ll go with that. Saw it once with Tommy and Greg in the audience, and another with just Greg (and a bunch more without either). But the ones with the cast there, you couldn’t take a step in the theater without stepping on a plastic spoon.
